Public trust and confidence in the government is its biggest strength!

Good governance is dynamic and caring public service, which demands public servants to discharge their responsibilities honestly, fairly and professionally. Code of Conduct and Ethics (CCE) sets the standard of public servants' behavior. CCE is not only integral to good governance but also an important anti-corruption measure.
In our continuous endeavor towards establishing a credible and an incorruptible Anti-Corruption Commission (ACC), ACC's Ethical Code of Conduct has been formulated. In essence, it is the operationalization of the Code of Conduct and Ethics contained in the Anti-Corruption Act 2006. The RCSC Chairperson released it on July 11, 2008. Institutions like the ACC should be nurtured by public trust and confidence.

The Code underwent a process of close review, understanding, acceptance and endorsement by every member of the ACC. It has generated consciousness of organizational values and culture. Transparent mechanisms for monitoring compliance and penalties are stated in the Code.

CCE has to be meaningful and purposeful and hence, it should go beyond mere inscriptions. For instance "conflict of interest" is an important element in the Civil Service Code of Conduct. How are we enforcing it? "Conflict of interest," is very serious problem in policy formulation and decisions, awards of procurement services and personnel action. The growing public demand of good public service should compel us to change now!!!
